New development trend of automobile technical regulations

On, automobile technical regulations are the basic conditions for all automobile products to enter the market. In order to safeguard the public interest, the government has constantly strengthened and reformed the standards and regulations on vehicle safety, environmental protection, energy conservation and energy conservation.


European and American automobile technical regulations are the path followed by the development of other market technical regulations. Each market's own technical regulations are based on the published regulations, standards and market requirements; the formulation draft of regulations, standards and related requirements; the plan and road map (issued by the government) for the formulation and trial of regulations, standards and related requirements; it is forward-looking, advanced and non policy, measure and Market behavior to predict the development.


The influential typical technical regulations include the United Nations ECE technical regulations, the European Union ECE / EC Technical Directives and the United States motor vehicle technical laws and regulations. China's strong standard system is basically revised according to ECE law.

The new development of European Union's market access management of automobile products and the development of automobile technical regulations are shown in the following seven aspects:

(1) Euro 6 emission regulations for cars and light vehicles;

(2) Euro 6 emission regulation for medium and heavy duty commercial vehicles;

(3) Car fuel consumption (CO2) emission regulations;

(4) Framework technical regulations for vehicle type approval;

(5) New technical regulations on vehicle noise;

(6) New data recorder regulations for medium and heavy commercial vehicles;

(7) New in use vehicle management regulations (annual inspection, road inspection, registration).


The revised "EC 136 / 2014" of the emission Implementation Regulation (EC) 692 / 2008 for light passenger vehicles and light commercial vehicles issued by the European Union on February 11, 2014 once again makes it clear that Euro 6 emission regulations will be implemented from 2014. The Euro 6 emission regulation is divided into two stages, and the initial limit value and limit value requirements of Euro 6 emission stage are defined again. In the future, E10 and E7 reference oils are used for vehicle emission test, which is clearly stipulated in the fuel specification (EU) 136 / 2014.


In the future (2015-2020), the EU government will further develop the emission regulations for light vehicles. Develop more representative test procedures for actual driving conditions, especially for NOx emission; review the evaporative emission test in Euro 6 emission regulation; review the low-temperature emission limit in Euro 6 emission regulation and modify the low-temperature NOx emission limit; determine the NO2 emission limit in Euro 6 emission regulation; modify thc emission limit in Euro 6 emission regulation (mainly for positive ignition vehicles) )To facilitate the type approval of CNG vehicles; to further determine the durability requirements for Euro 6 emission vehicles (currently only optional).


There is a dispute over the target value of 95g / km for the fuel consumption limit of EU cars after 2020. On March 11, 2014, EU issued regulation (EU) 333 / 2014. According to the overall climate target of EU, the target of 2025 is between 68g / km and 78g / km. In terms of fuel consumption regulations of light commercial vehicles, on February 6, 2014, a new technical regulation (EU) 253 / 2014 was issued, and the fuel consumption regulation (EU) 510 / 2011 was revised to determine the target CO2 emission value of light commercial vehicles in 2020 and beyond.


For noise, the EU has issued a new noise regulation (EU) no 540 / 2014, which repeals and replaces the original technical directive 70 / 157 / EC and its amendments, covering all m and N vehicles and harmonizing with ECE regulations. Compared with 70 / 157 / EC, the new regulations have fundamental changes, mainly reflected in the test methods and procedures, which are more complex than before, especially the ASEP regulations (only applicable to M1 and N1 vehicles) are added. Therefore, the original indexes of vehicles and the limit requirements of the new regulations are no longer comparable. The new regulations divide the limit values into two stages, reaching the standard by 4dB (a) and 3dB (a) for trucks 。


In the face-to-face with the framework regulations on vehicle type approval, the regulations on vehicle traveling data recorder for medium and heavy vehicles, vehicle management and new satellite positioning system for child restraint vehicles, the EU has issued and revised corresponding regulations to strengthen the supervision and management of vehicles.


U.S.A

At present, the emission regulations of light vehicles in the United States include federal automobile environmental regulations and California automobile environmental regulations. The emission requirements for car products include FTP (Federal Test Procedure), evaporation emission requirements, 4000 miles and full life SFTP (us06 and sc03 emission requirements (for gasoline and diesel vehicles), 50000 miles of low temperature CO emission requirements (gasoline vehicles only).


In April 2014, the United States issued federal tire III vehicle emission and fuel regulations, which covers passenger cars, light trucks, medium-sized passenger vehicles and some heavy vehicles. The emission standard includes exhaust emission and evaporation emission, and the content of fuel standard is to reduce sulfur content in fuel. The change points of exhaust emission standards are as follows:


(1) The NMOG limit and NOx limit value are modified to NMOG + NOx limit;

(2) PM requirements are put forward for all light vehicles and some heavy vehicles;

(3) The service life of the vehicle has been extended from 120000 miles to 150000 miles.


In terms of safety technical regulations, FMVSS 111 was modified to strengthen the regulation of rear view of vehicles. The vehicle is equipped with a rear view camera. The technical regulations of child restraint system were modified, FMVSS 213a (FMVSS 213a) was modified. The side impact performance requirements were introduced for all restraint systems with weight up to 18kg, and the identification requirements of a certain kind of child restraint system were modified to make the information clearer. The safety of bus should be strengthened, and the waist shoulder type safety belt should be installed for the bus, and the new rollover structure of the bus should be developed.


China

At present, the development of China's car fuel consumption standards at the same time implement the second and third stage fuel consumption standards, including GB 19587-2004, GB 27999-2004 and GB / T 19233-2008. China's car fuel consumption standards adopt the European technical regulations in terms of test methods, which will not change for a long time. China's car fuel consumption standards have unique features in the limit value and evaluation system, which are based on the contents and models of Europe, the United States and Japan. In August 2014, the draft of China's four stage fuel consumption standard was submitted for approval, which stipulated the evaluation methods and indicators of fuel consumption of passenger cars and the fuel consumption limits of passenger cars. The fuel consumption limits of passenger cars were specified by weight segmentation and single vehicle setting limits.


The European Union and the United States have gradually improved the corresponding regulations in terms of vehicle emission regulations and safety. Due to the rapid development of China's automobile market and the gradual improvement of Automobile standard system, the revision of China's automobile standards and regulations has become a wind vane along with the new development trend of automobile technical regulations, following the dynamic changes of national standards and regulations. In the process of improving the standards, China actively coordinates with the standards bodies to promote the formulation and revision of standards.
